Italian car registration of an imported used car, called nazionalizzazione, is a digital procedure at any Motorizzazione office, usually handled by a paperwork agency. Under ministerial decree no. 581 of December 2025, the purchase is reported within 15 days, inspections are needed only in specific cases and a complete file should be approved within seven working days. The main cost is the provincial tax IPT.
Why sell imported cars into Italy
Italy is a big, price-conscious market where some German-sourced models sell above German prices. According to listings tracked by MyCarDealer in October 2026:

German Golfs and BMW 3 Series were listed €1,900–2,000 lower than Italian ones, which can leave a margin after transport and IPT. The Octavia shows the opposite: Italian prices were lower, so that import would not work. The registration costs below decide the rest.
What is nazionalizzazione and when is it needed?
Nazionalizzazione is the registration in Italy of a vehicle previously registered in another country. It is needed for every foreign-registered car that will be kept in Italy by an Italian resident or business. For cars from other EU states, the procedure has been governed since late 2025 by Decree MIT DGMOT no. 581 of 17 December 2025 and its operating instructions, which replaced the earlier rules.
The procedure is digital. The Motorizzazione office (UMC) may not ask for paper documents, and the application can be filed at any UMC in Italy regardless of where the owner lives, in practice through an authorised vehicle paperwork agency (STA).

- Report the purchase within 15 days. The purchase data are entered in the ministry's central system, including the seller's VAT number, even for a car bought under the margin scheme.
- Registration code. The UMC issues or validates the code linking the car to its type approval.
- EUCARIS check. The car's data are compared with the register of the country of origin.
- Inspection, only if required (see below).
- Schengen Information System check for stolen vehicles.
- Approval by the UMC. The target is no more than seven working days from a complete file.
- VAT check. The tax agency confirms that VAT has been paid or that an exemption applies.
When everything is approved, the car receives Italian plates and the single registration and ownership document (DU).
Which documents are required to register an imported car in Italy?
For a car already registered in another EU state, the file contains:

VAT: new or used?
For VAT, a car counts as new if it has no more than 6,000 km or was supplied within six months of its first registration. New cars are always taxed in Italy; used cars bought from an EU dealer under the margin scheme carry no further Italian VAT, which is what the Annex I declaration confirms.
When an inspection is needed
A physical inspection (visita e prova) at the Motorizzazione is no longer the rule. It is required only for:
- cars with a national small-series or individual approval, or with no approval code in field K;
- cars that were damaged in an accident or need rebuilding;
- right-hand-drive cars.
Passenger cars with an EU type approval issued without derogations are exempt, even if their foreign roadworthiness test has expired.
Separately, Italy's periodic test rule applies: the first test after four years and then every two years. If a car is overdue under that rule, it must pass an Italian test (revisione) before it is driven. A valid foreign test is accepted if it is recorded on the registration certificate, in a separate certificate or in EUCARIS, and the date of the last foreign test is printed on the Italian DU.
How is IPT calculated on an imported car?
The provincial registration tax (imposta provinciale di trascrizione, IPT) is due when the car is registered in Italy. Its national base under Ministerial Decree 435/1998 is:
- €150.81 for cars up to 53 kW;
- €3.5119 per kW of total power for cars above 53 kW.
Each province may increase the base by up to 30%, and the result is rounded to the nearest euro. According to ACI's January 2026 overview, most provinces, including Milan, Rome, Naples and Turin, apply the full 30%; some apply 20% or 25%; Aosta, Bolzano and Trento apply no increase.

Add agency fees, the ministry and ACI charges, stamp duties and plates. The total charge list for nazionalizzazione varies with the case, so ask the agency for a quote per car.
How long registration takes before resale
With a CoC, complete documents and no inspection, nazionalizzazione can be completed within about one to two weeks: the purchase report, the European checks, the UMC's review of up to seven working days and the VAT check. Inspections, missing technical proof or problems with the VAT position extend that.
For a dealer, the practical lesson is to have the CoC, the complete foreign registration certificate and the VAT position clear before the car crosses the border. Every week waiting for plates is a week the car cannot be sold.
